Throughout this course, you will be completing a project that you will create in parts in Units II–VI. You will add each part to build your final submission, which will be due in Unit VII. After submitting each part, you are encouraged to make corrections to previous parts based on your professor’s feedback.

The development of legislation as a part of policy formulation begins by first clarifying a central problem or opportunity for improvement (OFI), which is what you will be doing in Part 1 of your MAP.

Management Action Plan (MAP): Part 2

For Part 2 of your MAP, address the criteria below in your essay.

Clearly describe the desired outcome(s) from the implementation of your MAP.

◾Consider limits on time, money, and other resources, and consider any constraints of the policy-making process that are specific to your MAP.

◾ Clearly identify the path from legislation to implementation that would facilitate your plan.

Be sure to consider the questions below as you clarify your measureable goal.

◾ What political elements and legislative processes are involved in your MAP?

◾What goal are you trying to accomplish?

◾ What is the process of meeting your goal?

◾What measurements and assessments will ensure the success of your MAP implementation?

◾What realistic constraints do you have as you start to create your plan?

Management Action Plan (MAP): Part 3

To complete Part 3, identify possible root causes of the opportunity for improvement (OFI). Why do you believe the problem exists? Compile a list of all possible actions that you may need to take in order to achieve your MAP goal. Be as specific and accurate as possible in considering the connections to the OFI of your identified root causes. At this stage, focus on generating as many different options and ideas as possible.

Be sure to consider, at a minimum, the following factors when brainstorming a list of possible actions:

◾ leadership governance and clinical performance of a healthcare administrator,

◾physicians,

◾nurses,

◾clinical support services,

◾knowledge management,

◾human resources,

◾financial management,

◾internal consulting, and

◾marketing.

First, create a list of your ideas, trying not to judge or analyze them at this stage. Then, following your brainstorming list, correlate your list to the need for political competence in relation to your OFI and the pursuit of health.

Note: It is understood that some of these areas may not apply to your particular MAP, but all areas should at least be considered in this process.

To complete Part 4 of your MAP, analyze and prioritize the key action steps from Part 3. Once you have reviewed your list of possible actions, think about and address the issues below.

◾ What steps are absolutely necessary and are most likely to be effective in achieving your MAP goal, and why?

◾ Determine, list, and explain which possible action items can be removed from your list without significant consequences to the outcome.

◾ Be as specific and accurate as possible in presenting the relationship of your refined list of action items in the context of health policy making.

Management Action Plan (MAP): Part 5

Incrementalism relies on an advanced knowledge of a need to add to a project using many small, accurate, and incremental changes instead of undertaking a few, well-planned, large jumps.

First, you will need to decide on the sequencing of your key action steps. Start by reviewing your key action steps in Part 4. For each key action step, ask yourself what other steps must be completed before that specific action can be taken.

Next, explain the merits of incrementalism in your MAP and possible consequences if incrementalism is not utilized.

Finally, rearrange your key action steps into a sequence of ordered activity. Then, look at your plan once again. Are there any ways to simplify the plan further before presenting it?

Address accountability. For each key action step, assign a responsible party or group within your hypothetical or actual organization (by position, department, or team name—not by individual name), and assign a suspense date by which the key action steps must be completed. Then, based on all of your key action steps and the suspense dates, provide a realistic completion date for the entire MAP.

Develop measurement and monitoring. Explain in detail how you will measure the success of your MAP following implementation and how you will monitor ongoing performance to prevent regression and loss of the positive change that has taken place.

◾ Part 4: Analyze and prioritize key action steps.

◾ Part 5: Organize your key action steps into a MAP. Address accountability, and develop measurement and monitoring.

Organize and present your MAP in a manner that is clear and concise. Your MAP should conclude by summarizing the overall process, applicable policy analysis, evaluation methods, and expected outcomes. You should include any revisions based on professor feedback from previous units in your final MAP, as all parts will be considered for grading in this unit.
