The National Construction Code (NCC): Identify a “set of provisions” within BCA2016 Volume 1 (Amdt 1) that has been developed to address matters that could be considered as “social responsibility”.
The National Construction Code (NCC) is an initiative of the Council of Australian Governments developed to incorporate all on-site building and plumbing requirements into a single code. It contains a uniform set of
technical provisions (minimum requirements) that regulates the design, construction and performance of buildings and other structures, and plumbing and drainage systems throughout Australia. The NCC also
allows for variations in climate and geological or geographic conditions. The goal of the NCC is to enable the achievement of nationally consistent, minimum necessary standards of relevant safety (including structural
safety and safety from fire), health, amenity and sustainability objectives efficiently. It could be argued that historically building regulation has always had a significant safety focus (particularly in relation to structural and fire matters) and to a lesser extent provisions addressing community interest or social needs. In more recent times it is suggested that the codes have paid greater attention to matters relating to social responsibility and sustainability.
Considering this broader development aspiration of the NCC:
A. Identify a “set of provisions” within BCA2016 Volume 1 (Amdt 1) that has been developed to address matters that could be considered as “social responsibility”.
B. Identify a “set of provisions” within BCA2016 Volume 1 (Amdt 1) that has been developed in recognition of the increasing focus on “sustainability”.
NOTES to Questions 3A and 3B above:
1. For each question students are required to address the following matters in their answers:
o Identify the “set of provisions”
o In your own words, briefly address (1 /2 – 1 page approximately) the history and timing associated with the introduction of the “set of provisions” identified.
o In your own words, outline (½ – 1 page approximately) the community expectations (the objectives) that are associated with each “set of provisions”.
o For each of the relevant issues (social responsibility and sustainability) select five (5) clauses or clause extracts from the Deemed-to-Satisfy provisions in the BCA:
Cut and paste each BCA clause or clause extract into
your assignment, and
For each of the clause or clause extracts, in your own words briefly describe how you believe the provision
addresses or meets the community expectations.
2. Reference to a “set of provisions” means the BCA provisions contained within either a Section or a Part of the BCA.
3. Reference to “Deemed-to-Satisfy clauses” in the last dot point to Note 1 above means clauses from either the Section or Part of the BCA that has been identified in response to Questions 3A and 3B.
